The value propositions of DIANA will be co-created and defined along with users and stakeholders so as to be shaped according to their needs and requirements. Three pilots will be deployed in order to put them to the test in real operational environments of Spain, Italy and Romania.

All pilots will be integrated with the work flows of the users and their results will be co-evaluated and validated with them through a multi-layer methodology, fostering the acceptance of DIANA as a marketable solution. In order to ensure the demand-driven design of the DIANA service platform as well as set the stage for its market launch and uptake following the end of the project, a customer-driven business modelling process will be followed during the project, validating its business case and producing an effective business plan to serve as the roadmap for its post-project commercialization.

Finally, DIANA is implemented by a transnational and well-balanced consortium, consisting of innovative SMEs and pioneering authorities, all of which possess the complementary expertise as well as the motivation and commitment required to ensure not only the creation of meaningful project outcomes but also their successful commercial exploitation and sustainability.

Analysis and co-creation

The aim of WP1 is to successfully capture and analyse the needs and requirements of DIANA users and stakeholders including water managers and authorities that are responsible for monitoring water abstractions for irrigation and inspecting non-authorised abstractions, authorities developing water/drought management plans and issuing respective authorisations for water abstraction, authorities in charge of collecting water fees as well as farmers, representatives of farmers’ associations and agricultural cooperatives and agricultural consultants. Users and stakeholders will also contribute towards the design of DIANA platform.

Objective 1.1. Identify and analyse the requirements of DIANA users and stakeholders.

Objective 1.2. Engage with DIANA users and stakeholders in participatory activities to co create the services of the platform as well as co-define the use cases to be piloted in each country.

Objective 1.3. Translate user needs and requirements as well as co-creation outcomes into demand-driven service specifications and technical requirements.

Earth observation data products and services

EO products provide key information about water abstraction through the identification of irrigation activities and the estimation of abstracted/consumed water volumes. However, like for in-situ non EO-based approaches, this information needs to be compared to legal reference data to be able to actually detect possible cases of illegal irrigation. The overall aim of WP2 is to implement Earth Observation methodology and production line for detecting irrigated areas and estimating irrigation requirements and possibly actual water use (depending on the availability of thermal observations and/or ancillary data to compute soil water balance). It includes quality control, merging streams of EO data provided by diverse satellites as well as meteorological and complementary data derived from different data sources. In particular, the objectives of WP2 are as follows:

Objective 2.1 Consolidate the methodology to identify maps of irrigated areas based on time series of satellite images, multi-temporal classification algorithms as well as integration with meteorological data and auxiliary data.

Objective 2.2 Define and collect data with respect to the spatio-temporal target scale of the DIANA service.

Objective 2.3 Deliver maps of irrigated areas and time series of maps of irrigation water requirements and/or actual water use.

Objective 2.4 Validate the data products in terms of data completeness as well as precision (random errors) and accuracy (systematic biases).

DIANA service platform design and development

The aim of WP3 is to design the overall information technology architecture that will realise the DIANA suite of demand-driven services based on data assimilation, integration, and fusion, obtained by earth observation, in situ observation and model output data. Following, the platform’s Service Oriented Architecture will be deployed both in web and mobile applications, supported by a RESTfull API that will handle the business logic, internal and external interfaces as well as the related data sources. More specifically, the objectives of WP3 are:

Objective 3.1. To design and set up a modular system architecture and integration framework that will handle storage, analysis, scalability, alerting, security and data presentation.

Objective 3.2. To develop the components to realise the required business services (web app, mobile app, GIS dashboard) through the integration of the DIANA data products and demand-driven services.

Objective 3.3. To integrate, test and validate the initial version of the IT platform against the user requirements and point out any necessary amendments in order to provide a complete software solution.

Objective 3.4. To deliver a final software system as a whole to address the project’s business requirements.

Pilot deployment, monitoring and co-evaluation

A multi-layer methodology for monitoring the operation and performance of the pilots is adopted and a mixture of quantitative and qualitative techniques to co-evaluate the experiences of our users, as well as to validate pilot results are deployed. A set of instruments to collect the results of DIANA implementation will be designed, refined and approved by the consortium.

Objective 4.1. Elaborate a detailed plan for pilot deployment, monitoring and co-evaluation in order to safeguard the effective demonstration of the DIANA service platform in real operational environments.

Objective 4.2. Deploy and demonstrate the platform in real life settings with a view to addressing actual customer needs and challenges while facilitating the acceptance of its innovative potential.

Objective 4.3. Monitor the operation of the platform and establish a continuous feedback mechanism throughout the duration of the pilots.

Objective 4.4. Co-evaluate and validate the performance and impact of the platform based on feedback provided by pilot users and stakeholders.

Business planning and innovation management

A systematic methodology, to design a commercially viable and suitable business model document, will be followed and validated with by the users in order to arrive at a successful and sustainable business solution that will fit the needs of the potential customers as well as the interests of the project partners.

Objective 5.1. Analyse the targeted market of the DIANA service platform and conclude on suitable sustainable business models for its commercial rollout and uptake.

Objective 5.2. Validate the business models based on feedback provided by pilot users and stakeholders.

Objective 5.3. Develop a business plan for the DIANA service platform to guide its launch to the market and safeguard its long-term sustainability beyond the lifespan of the project.

Objective 5.4. Define the Innovation and IPR Management Strategy of the project.

Objective 5.5. Successfully capture and manage emerging innovative ideas during project implementation.

Enabling environment and awareness raising

A tailored “Dissemination and Communication Plan” (DCP) will be developed from the very early stages of DIANA outlining the approach to effectively communicate project results, assist consortium partners in planning their dissemination activities as well as prepare the ground for the exploitation of project outcomes. The plan will define what to disseminate, to whom and by what means.

Objective 6.1. Raise awareness on, communicate and disseminate the value propositions and results of DIANA.

Objective 6.2. Organise and run project dissemination activities and events, ensuring continuous communication and engagement with stakeholders in the course of DIANA as well as driving the development of an enabling environment, favourable to the adoption and sustainability of project outcomes beyond its life-time.

Project management

Project Management Work Package is the point of reference throughout the progress of the project and it ensures that everything is evolving smoothly according to the procedures and plans that were set right from the beginning of the project. Within that Work Package the procedures and policies that are going to be implemented during the project are defined.

Objective 7.1. Safeguard effective coordination and collaboration among project partners and monitor progress.

Objective 7.2. Ensure the fulfilment of the overall goals set by the project, within time and budget constraints.

Objective 7.3. Reassure quality and on-time delivery of project results / deliverables.

Objective 7.4. Produce progress (periodic and final) reports.

Objective 7.5. Set up and operate the DIANA Advisory Board.
